To accelerate the rise of augmented reality, a big part of the plan, Zuckerberg unveiled the Camera Effects platform - basically a set of tools for outside developers to build augmented-reality apps that you can access from the existing Facebook app's camera.

Note that augmented reality is not the only area in which Facebook and Snapchat are competing. Of course, it could also result in people staring into their smartphones even more intently as they marvel at an alternate reality instead of their actual surroundings.

"It's going to take a while for this to develop", Zuckerberg said.

In addition to launching the Camera Effects Platform, Facebook introduced several other new offerings on the first day of the conference, including the Facebook Spaces VR social application for the Oculus Rift virtual reality headset, the Developer Circles collaborative community and Places Graph, which opens up access to place names, addresses, photos, consumer ratings, and more for over 140 million places around the world. Users will be portrayed in the virtual reality environment with the body language that they do in real life.

That's especially true for the Spaces app, since relatively few of Facebook's 1.9 billion members are using Oculus's VR headset, which sells for about $500 and requires an expensive computer to make it work.

The World Lenses follow up the popular Lenses feature, which launched a year ago, letting users "puppies, puked rainbows, face-swapped with our best friends - and begun to explore how Lenses can change the world around us", according to the Evan Spiegel-led company. Snapchat has moved ahead of the social media giant by making its features available now.

Snap representatives did not immediately respond to an email for comment on Tuesday afternoon. "This will give people a chance to experience augmented reality in a way that isn't so scary or off-putting".
