Suspect Kori Ali Muhammad killed three white men on April 18, 2017 in Fresno, California.
Kelly Lilles, executive director of Catholic Charities in Fresno, said: "Our hearts are heavy as we reflect on the wrong done to our community yesterday and the horrific events that took place as a result of one angry individual". Zackary Randalls, 34, died.
Laurel, who knew the young father for 12 years, said he'll be tattooing in Randalls' memory this weekend at his Fresno shop, not far from the scene of the shooting. He is expected to be charged with four counts of murder - one each for Tuesday's three victims and the security guard, 25-year-old Carl Williams. The fanatic black nationalist told investigators he wanted to slaughter as many whites as he could.
Fresno Police Chief Jerry Dyer said Muhammad, a black man who spoke of an ongoing race war, was "a racist" who was "filled with hate".
Police said he told them that learning he was wanted over the death of Mr Williams spurred him to try to kill as many white people as possible before he was caught.
"I did it. I shot them", Dyer said Muhammad told officers.
Dyer said at the news conference that Muhammad, who went by the nickname Black Jesus, opened fire in the parking lot of a Fresno-area Motel 6 because he felt disrespected after being asked to move out. The couple have two children.
It was not immediately clear why security got involved, but the woman started arguing with Carl Williams, a 25-year-old unarmed security guard, police said.
Francine Williams said Wednesday that she was in shock but also at peace because she got to tell her son how much she loved him and how proud he made her a few days before his death.
Mark Greer said he and 58-year-old David Jackson stopped at the Catholic Charities building after running a bank errand because Greer needed to use the restroom.
Trump attacks Canada's supply management for dairy as unfair to US
The work would start immediately, Trump said. "Our government looks forward to sitting down with the United States. As many as 70 dairy farms could lose $50 million in sales if Canada's trade policies remain in place.
Muhammad was arrested shortly after the rampage.
Muhammad has a criminal history that includes arrests on weapons, drugs and false imprisonment charges and making terrorist threats. The suspect showed no remorse, police said.
Dyer described Muhammad as an extremely callous man.
Muhammad shot at another white man who had just walked out of a house, but he missed.
"This is exclusively based on race", Dyer told reporters.
Fresno police said officers were alerted to the gunfire by ShotSpotter even before they received any word from the dispatchers who take 911 calls, and the system pinpointed the shooter's location to within a matter of feet.
Muhammad did not run from Fresno police officers because he said he respected them, according to the police chief. Police Chief Jerry Dyer said it was too early to say if the attack was connected to terrorism. Muhammad gave himself up not far from where the last victim was killed in front of Catholic Charities.
Gassett was carrying a grocery bag of food he had just picked up from the charity when he encountered the gunman. Dyer said Muhammad appeared to be proud of what he'd done.
Kori Muhammad will make his first court appearance Friday morning.
