Prime Minister Modi elaborated further and said: "Earlier, the government was nearly the sole provider of goods and services, which left a lot of scope for ignoring one's shortcomings".

The Prime Minister was speaking on the occasion of civil services day, and while addressing the bureaucrats, Modi asked them to break the shackles and work as a team to transform and perform as well.

Calling for change in working style, Prime Minister Narendra Modi on Friday asked bureaucrats to get out of regulator mode and become enablers to ensure that every policy implementation becomes outcome centric.

Talking about political will, Modi said: "I do not lack it. may be I have a bit extra".

However, he further cautioned officers that the use of social media should not lead to a decline in this strength, even as social media and mobile governance are leveraged for connecting people to benefits and government schemes.
