Science and technology students at the nation's historically black colleges could get a boost from President Donald Trump's executive order aimed at altering a visa program that brings highly skilled workers to the United States.

Throughout his election campaign, Trump pushed the "Buy American, hire American" maxim and prefers to move towards a merit-based visa system, which only encourages the most-talented workers from overseas to come.

Also, the four federal agencies will "suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid petition beneficiaries". Trump was likely referring to Tata and companies such as Infosys when he talked about the visa program being used to bring in workers from outside the U.S.to work in lower-paying information technology jobs.

It instructs the agency to pay special attention to visas which should only go to highly paid, specially skilled applicants when there is a USA deficiency.

Indian workers receive more than 70% of all H-1B visas, which are initially valid for three years.

American companies say they use the visas to recruit highly skilled workers.

The US H1-B visa is a non-immigrant visa, which allows firms to hire foreign workers in specialised occupations. "No one can compete with American workers when they're given a fair and level playing field, which has not happened for decades", Leading news agecny PTI quoted Trump as saying.

Specifically, the review will take into account whether waivers in free-trade agreements are leading to unfair trade by allowing foreign companies to undercut American companies in the global government procurement market.

"I know he won't because he made a promise he's going to fix this for the hard working men and women, and we can't bankrupt the middle class of this country to give them insurance in name only", Trump Jr. said.

Government agencies are being directed to conduct "top to bottom" reviews of these rules and laws, and report problems and recommendations that could bring about changes.

"For a president who has prided himself on his swift action when it comes to immigration, an interagency review of the programme is a guarded and timid approach. President Trump's empty executive orders and policies put profits over people, and wealthy CEOs over workers".

He said that cutting regulations and getting tax reform are important, but even more critical is Trump's "America first" rhetoric.

It also proposes changes, such as awarding H-1B visas to guest workers with the best skills and highest potential wages, rather than through a random lottery as is done now.
