The U.N. Security Council on Thursday unanimously adopted a press statement strongly condemning North Korea's latest missile launch.

The statement, which was tabled by the U.S., would also tell North Korea not to conduct further nuclear tests.

The council threatened to "take further significant measures including sanctions" to address the crisis of North Korea's missile launches.

Koro Bessho, Japan's ambassador to the United Nations, lauded the agreement. You know, the ball is in their court. "The U.S. wanted to get the message out".

A North Korean missile blew up nearly immediately on its test launch on Sunday, the US military said.

But Russia's deputy ambassador Petr Iliichev told reporters Thursday morning that the USA acted in an "abrupt manner" and insisted that Moscow didn't block the statement and was open to discussions.

"The U.K. supports that, 14 members of the Security Council support that".

Diplomats said Pyongyang ally China had agreed to the statement. It is rare for council members to wrangle over standard language and the dispute came amid USA and Russian tensions over Moscow's support for President Bashar al-Assad in Syria's civil war. But they said Russian Federation objected because a sentence in the draft expressing the council's commitment "to a peaceful, diplomatic and political solution to the situation" dropped the words "through dialogue" that had been in previous statements.

"No one on the council wants to see North Korea move forward with any sort of testing or strikes", she added, saying that the agreed statement makes that "very clear".

It expresses the Security Council's commitment "to a peaceful, diplomatic and political solution to the situation" and welcomes efforts by council members and other countries "to facilitate a peaceful and comprehensive solution through dialogue".

A USA official expressed frustration at Russia's dragging out the process and asserted that condemnation should have been immediate.

"We believe that it is absolutely essential. that everybody is involved in order to make sure that everything is done so that the threat represented by the development in relation to missiles and in relation to nuclear capability - not become a threat to the worldwide community", said Guterres.

US Ambassador Nikki Haley separately stressed that the onus was on North Korea to prevent an escalation.

"At the end of the day we realized that North Korea is a problem", Haley said.
