Harris said: "Questions have been raised about financial benefits to the Sisters of Charity due to the maternity hospital being developed on their campus".

"It has baffled Irish citizens how the Sisters of Charity have not been forced to pay the outstanding redress fee yet are been given sole ownership of the new maternal hospital'".

"In doing so, they have foregone the opportunity to put this land to alternative use", he said.

"It's hard to imagine what Simon Harris and The Department of Health are thinking, handing over a €300 million hospital to a group with such a history of immoral, untrustworthy, and abusive behaviour".

These relate to the development of a hospital that is in line with best global practice for maternity hospitals; the provision of clinical, operational and financial independence "with no question of religious interference" and a role for the Minister to guarantee this; and the protection of the State's financial and public health interest.

The Sisters of Charity are the shareholders of the St Vincent's Healthcare Group, which the Department of Health announced would be the "sole owner of the new hospital".

Dr Rhona Mahony, Master of the National Maternity Hospital at Holles Street and a central figure in negotiations with the nuns on securing the St Vincent's site, gave assurances that medical care at the new hospital will be entirely independent.

"Simon Harris has wildly missed the point", she said.

On the running of the facility, Minister Harris explained: "I have heard people say that nuns will be running the hospital". Not true. I have heard that nuns have been gifted the hospital. Not true. I have heard people talk about nuns and redress.

Political parties have been ramping up the pressure today, with Fianna Fáil saying that the public deserves answers as to how the situation arose, and Labour saying that it is "unacceptable for that volume of public money to be allocated and owned by any private entity".

"The decision to grant ownership of the National Maternity Hospital makes a mockery of the supposed neutrality of the Citizens' Assembly", said Workers' Party Cllr.

The build could only be used for the defined objective of providing public maternity, gynaecological and neonatal services, he said.

"Let me very clear: there will be no financial gain to any religious order from the development of this hospital".

"The State's financial and public health interest in this hospital must be fully protected. Legal arrangements will be put in place which will 100 per cent protect the State's investment and interest in the new hospital".
