Trump Has Hard Time With "Buy American, Hire American"

But his new executive order only overhauls the much discussed H-1B visa program, targeting high-skilled foreign labor. It will be harder for companies, especially manufacturing and technology ones, to use government exemptions and recruit low-wage workers from foreign countries and undercut Americans looking for jobs.

The order specifically asks the secretary to review waivers of these rules that exist in free-trade agreements.

The Trump administration says more of the jobs performed by those people could and should be filled by Americans.

Trump's order also empowers federal agencies to reexamine loopholes in the government's procurement process. In an announcement, the White House said H-1B visas should bring the highly talented and paid work to the United States.

The US visa review is not a cause of concern for Indian IT firms as they already comply with all rules, Nasscom's president R Chandrasekhar told CNBC-TV18.

A majority of them work in the tech sector - some for USA firms, others for Indian outsourcing companies such as Tata Consultancy Services and Infosys, who provide services for huge swathes of corporate America.

During the presidential campaign, Trump confirmed to ABC that many Trump-branded products were manufactured overseas in China, Mexico, Turkey and Slovenia.

According to a few United States reports, a larger part of the H-1B visas each year is gotten by Indian IT experts. The H1B visas section included no definite timeline. The staffing companies then sell their services to corporate clients.

As mandated by the Congress, the US Citizenship and Immigration Services (USCIS) every year issues 65,000 H-1B visas and another 20,000 to those applicants having masters and higher degrees from a US educational institution.

"The President's Tuesday order directs the federal bureaucracy to enforce visa law vigorously and study new ways to reform and restrict the H-1B system", reiterated Nasscom.

The Trump administration has so far only called for a review of the H-1B program without proposing any concrete changes.

"They are going against it because they want to protect their own interests, and that's scary", Trump Jr. said.
