Trump signs executive order reviewing H-1B visa program

The order, which Trump signed after delivering his remarks, looks to bolster protections for certain American-made goods.

Congressman Bill Pascrell, Ranking Democrat on the Ways and Means Subcommittee on Trade, alleged that the executive order is yet another "broken promise" from Mr. Trump, who had reportedly told the American people that he would end the H-1B visa programme. Those are longstanding federal policies that favor domestic products. The White House argues that program undercuts American workers.

Snap-on makes hand and power tools, diagnostics software, information and management systems, and shop equipment for use in various industries, including agriculture, the military and aviation.

Trump has traveled to promote his agenda less than his recent predecessors.

HORSLEY: And that starts, the president said, with the federal government's own spending. It's part of the administration's "buy American, hire American" efforts, and it could have a pretty significant impact on Texas. Democrats and some Republicans say they won't sign on to tax reform until they see how it will affect the president's taxes - again calling on him to release his tax returns. The administration said that if the waivers are not benefiting the United States they will be "renegotiated or revoked". These companies connect USA technology firms with thousands of foreign engineers and programmers. "Instead, they should be given to the most skilled and highest paid applicants and they should never ever be used to replace Americans", said the USA president in Wisconsin. "No one is saying something other than the president". Right now, though, he's not looking to back out of the agreements.

"We will fully monitor, uphold and enforce our "Buy American" laws, which we haven't done", the president said.

Ellis said dairy farmers are increasing their output even as there is a reduction in sales to Canada. It has no plans to change course, no matter how hard the US president tries to rock the boat.

"We are going to crack down on foreign bidders that use dumped steel and other subsidized goods to take contracts from workers like you".

"The current campaign to discredit our sector is driven by persistent myths, such as the ideas that H-1B visa holders are "cheap labor" and "displace American workers" who 'train their replacements, ' none of which is accurate", the Indian industry association said.

The H-1B program was originally created to import extraordinarily brilliant and talented foreigners, like the next Albert Einstein, to conduct research and development projects at USA technology companies and universities, temporarily.

Universities also use H-1B visas to hire workers, but they aren't subject to the same cap and it's easier for them to get visas each year.

HORSLEY: That's the only program that's singled out, but the order does call for a broader re-examination.

At over 15 percent, Facebook had the highest percentage of H-1B contractors of any USA tech operating company.

Trump also promised "greater scrutiny" for companies that employ foreign workers instead of Americans.
