Britain will pay a price for stopping the free movement of European workers after Brexit, German Chancellor Angela Merkel warned on Wednesday, according to a Reuters report.

Prime Minister Theresa May has outlined Britain's desire to regain full control of the number of people coming to the country from the European Union, with free movement of people no longer expected to apply.

Top EU officials have said Brussels will make papers and memos available, amid fears the bloc is attempting to force Mrs May to reveal her negotiating strategy.

"The option of no deal or a bad deal does not come from me", said Barnier, who has previously said that a threat by May to leave with no deal would be much more disruptive for Britain than it would be for the Union: "We want to reach an agreement with the United Kingdom, not against the United Kingdom". "This will not work".

"It's not about revenge, it's not about punishment, I'm simply going to look at the figures and facts and the commitments that have been undertaken - no more, no less".

It is expected to cover items including position papers, discussion notes and memos on future proposals drawn up by Michel Barnier the EU's chief Brexit negotiator. "We are in this absurd situation where 85% of the budget is spent through automatic redistribution mechanisms such as the CAP and cohesion funds, and then the functioning of the European Union absorbs a share of what is left so that we are left with only symbolic amounts to channel into real policies".

The EU's chief Brexit negotiator, Michel Barnier, said on Wednesday (17 May) that negotiations between the EU and the United Kingdom should start "as soon as possible, the day after the [UK] elections", which will be held on 8 June. "We want to conclude a deal with the United Kingdom, not against the UK".

"In early 2019, the European Parliament will have the huge responsibility of saying Yes or No to the divorce agreement with the UK".

With just over a month to go before negotiations are due to start, the bloc set out how it will make its negotiating documents public every step of the way.

"I'm going to do it perfectly calmly".

"In order to protect the peace and reconciliation process described by the Good Friday Agreement, we must aim to avoid a hard border between the Republic of Ireland and Northern Ireland, " he told MEPs. "We can't spend two years with this farce".
