Some senators have already voiced displeasure with the bill that cleared the House last week by a vote of 217-213, with all the "yes" voted supplied by Republicans, citing concerns over potential higher costs for older people and those with pre-existing conditions along with cuts to Medicaid. It would dilute consumer-friendly insurance coverage requirements, like prohibiting higher premiums for customers with pre-existing medical conditions.

CBO's analysis highlighted an $880 billion cut to Medicaid, the federal-state health care program for the poor and disabled, which Price sought to cast as a way to give states more leeway to experiment with the program.

McConnell plans to move forward under special procedures that allow legislation to pass with a simple majority vote, instead of the 60 usually required for major bills in the Senate.

"What we're trying to do is to improve the Medicaid system - make it more responsive to patients", he said. The measure would also water down the subsidies that help consumers afford health insurance.

Major medical and other groups, including the American Medical Association, opposed the House bill.

However, he also seemed to make a point of giving the Senate time to make changes, despite Trump's strong desire to fulfill his campaign promise of repealing and replacing ObamaCare.

Collins also took issue with the bill's failure to adjust the size of its tax credits based on people's income or where they live.

"This is one stage in a multistage legislative process", he said.

"That really hurts a state like ME, where we have an older population living in largely more expensive, rural areas, as far as health care is concerned", she said. "So much discretion is given to the states without any guardrails", she commented.

Collins and Ryan appeared on ABC's "This Week" and Priebus was on "Fox News Sunday".
