She was pronounced dead at the scene.

The Associated Press reports Rojas is a veteran of the U.S. Navy from the Bronx.

Elsman graduated from Portage Central High School in 2016.

New York Police Commissioner James O'Neill said preliminary information revealed that Rojas had been arrested in the past and two of those arrests were due to driving while intoxicated. NBC News is reporting that Elsman's youngest sister is among the injured victims.

"There was bodies everywhere, flying left and right". "I'm still trying to piece it all together". The auto landed sideways. He turned around and saw the auto hitting people on the sidewalk.

When Long went outside and looked in the direction the auto had gone, she saw at least six people lying on the ground, including a woman lying face-down with blood coming from her head.

The incident sparked instant jitters after recent deadly car-ramming attacks in London, Berlin and the French city of Nice, but officials said early evidence did not point to a terror link.

A woman was killed and 22 people injured when a vehicle slammed into a crowd in New York's Times Square on Thursday, authorities said.

Police led Rojas, a Navy vet with a criminal record, in handcuffs through Times Square and put him into a police SUV before taking him to Midtown South Precinct stationhouse for questioning, officials said.

Scenes of pandemonium erupted on a steaming hot Thursday afternoon as the vehicle slammed into crowds, hit a pole, burst into flames and came to rest at a 45-degree angle on a bollard in the busy tourist spot about noon.

"It sounded like a bomb going off", said Dave Willis, a tourist from the United Kingdom. Video posted online showed steam or smoke pouring from the auto for a few moments after it stopped moving.

The vehicle crashed when it reached 45th Street, police said.

Navy veteran, told officers he was hearing voices and expected to die, according to two law enforcement officials. The area is now under a police cordon after the vehicle came to rest on its side with smoke pouring from it.

"It sounded like a bomb going off", Willis said, adding "We stood up and all I saw was a crowd of people just running after somebody and diving on top of him".

Rojas was also charged with drunken driving in 2008 and 2015, according to New York City police.

Rojas was in custody and unable to comment.

Student Bruno Carvalho said the auto approached quickly and passed him on the sidewalk. "Anything happens here, there's no time for people to get out". At first, I thought someone was intentionally doing it.

Kelly Graves, 54, of Wisconsin, who was visiting the city on vacation, said she was near the Disney store on Broadway between West 45th and 46th streets when she heard a crash.

She said: "It was chaos.there were people lying on the ground, including a Gray Line Bus ticket seller, who was injured, but then we were shooed away (by police)".

"We saw that the auto was up on its side and there was smoke and flames coming out of the top of the roof and it was coming out of the bottom also and the police rushed over here and pushed us all back across the street they said it could be a possible bomb or the vehicle could explode, but they had it under control pretty quickly", said Val Ashton from Atlanta who saw the aftermath.

The sidewalks around Times Square have been secured with more than 200 steel bollards meant to prevent accidental or criminal vehicle intrusions, said Rob Reiter, chief security consultant for CalPipe Security Bollards.

That network of barricades, though, is far from a complete defense.

According to pedestrian stats from the Times Square Alliance, there are 90,000 pedestrians a day at the corner of 45th and 7th where the crash occurred.
