The net neutrality rules, approved by the FCC in 2015, prevent Internet providers from playing favorites by deliberately speeding up or slowing down traffic from specific websites and apps.

Net Neutrality is the principle that Internet service providers (such as AT&T and Verizon) should enable access to all content and applications regardless of the source, and without favoring or blocking particular products or websites. Through this review, the FCC said it seeks to "reduce regulations that can stand in the way of competition, innovation, and investment in the media marketplace".

"The FCC is moving the conversation beyond the merits of net neutrality to how best to safeguard this universally embraced value with a modern, constructive policy framework", USTelecom CEO Jonathan Spalter said in an emailed statement. But it's not clear yet whether many voters are savvy enough, or motivated enough, to cast a ballot on net neutrality as a critical issue. Pai's plan would roll back this classification, which could result in ISPs being once again placed under the much weaker Title I regulations.
