The top American military officer in the Pacific said Wednesday that North Korea's recent military actions are "a recipe for a disaster" and warned against a sense of complacency in the face of increasing tensions on the Korean Peninsula. He said it remains unknown whether Pyongyang actually has a working nuclear warhead, "not just some nuclear device that goes boom in a tunnel, under laboratory conditions".

China for its part has been infuriated by the US deployment of an advanced Terminal High Altitude Area Defense (THAAD) anti-missile system in South Korea, saying it was a threat to its security and would do nothing to ease tension with Pyongyang.

CD REV's Wang Zixin told The Associated Press that the group hopes to rally Chinese worldwide against the deployment of THAAD and demonstrate China's "tough stance" on the issue. US Disarmament Ambassador Robert Wood said yesterday that China's leverage was key. When the North failed to pick up the hotline, the South broadcast its plans to repatriate the fishermen in an at-sea exchange, then was relieved when North Korean ships appeared at the appointed time to retrieve the men.

A special envoy representing Moon is due to visit China on today for talks on THAAD and the overall bilateral relationship. It follows the election of South Korea's new president, a man who has stated his readiness to build a new relationship with Pyongyang based on dialogue and engagement, and who is less inclined to use coercion.

The North has vowed to develop a missile mounted with a nuclear warhead that can strike the mainland United States, saying the programme is necessary to counter USA aggression.

It tested successfully what is considered to be an IRBM (intermediate range ballistic missile) of enhanced caliber capable of traveling up to 3,000 to 4,000 km (1,860 to 2,485 miles).

All 15 members of the Security Council including North Korea's closest ally China called the launch a violation of United Nations sanctions and vowed to take new measures, including additional sanctions. His envoy for Russian Federation will leave next week.
