The delay followed the release Monday of a Congressional Budget Office (CBO) analysis that said the Senate bill would leave 22 million more Americans uninsured by 2026. McConnell said that Trump has been involved in the process in the last week, and said that Trump's involvement would be especially helpful as Republicans embark on a final push to secure enough votes for the bill's passage. Both the Republican House and Senate legislation would "allow insurers to charge older adults five times as much, and states could receive waivers to remove even that limit". On the other end of the spectrum are senators including Collins and Heller.

One moderate who has criticized the measure's Medicaid cuts, Sen.

McConnell told reporters that several members wanted more time to consider the legislation before a vote and stressed that conversations surrounding the proposal remain ongoing. Capito and another moderate, Sen.

"I'm a "no" on it unless the bill changes", Sen. "Health care's a very complicated subject from the standpoint that you move it this way, and this group doesn't like it". But three GOP senators are threatening to vote against a procedural motion to begin debate, a vote expected Wednesday.

Sen. Susan Collins (R-Maine), Sen. Rand Paul, R-Ky., said he would oppose that motion unless the bill was changed.

However, more Americans would lose health insurance in the short run under the Senate bill as it stands: an estimated 15 million fewer Americans would have coverage in 2018, compared to 14 million under the House bill.

"We are still working toward getting at least 50 people", McConnell said in a brief press conference.

Democrats, as a party whole, are seeking to capitalize on what they believe is growing public sentiment that President Donald Trump is turning his back on the people who got him elected in favor of his wealthy peers, labeling the proposed Senate plan as "wealthcare" for their springboard. The score for the House bill projected that 23 million people would lose their insurance, whilst cutting the federal deficit by $119bn over a decade.

It also highlights the deep ideological divides within the party over how to improve the health care system while not cutting millions of Americans out of insurance coverage.

"We need to stabilize the health insurance market to make it more competitive so consumers have access to better and more affordable health care policies", he said in his Monday statement.

But the office said that overall, the Senate legislation would increase out of pocket costs for deductibles and copayments.

It is especially worrying news for women, as almost 40 million rely on Medicaid, according to the Center on Budget and Policy Priorities.

"The Senate bill would cut annual household taxes by about $670 on average".

The legislation would phase out extra federal money that more than 30 states receive for expanding Medicaid to additional low-income earners.
