President Maduro said "sooner or later, we will capture the helicopter and those who have committed this armed attack".

He said he had activated government security forces to investigate the attack.

The government, however, accused the policemen of links to the CIA and to Miguel Rodriguez, a former interior minister and intelligence chief under Maduro and his predecessor Hugo Chavez, who recently broke with the government.

On Tuesday a stolen police helicopter flew over the country's Supreme Court building, firing guns and launching grenades.

Maduro, speaking on state TV, said the grenades did not explode and Venezuelan special forces were searching for the "terrorists" behind the attack.

Francisco Panizza, professor of Latin American and comparative politics at the London School of Economics, said the upcoming National Assembly vote could have sparked the attack, adding that up until now there had been no split in the security forces supporting Maduro.

"This is the kind of armed escalation I have been warning about", Maduro said.

"About 80 people have died in three months of constant protests against the embattled president, who has been unable to stop an economic free fall that has seen the economy almost collapse, with inflation rising to 700 percent while food and medicine have become scarce".

"We ask for maximum support to find this fanatic, extremist terrorist", vice president Tareck El Aissami said.

The president of the high court said there were no injuries from the attack and that the area was still being surveyed for damages. We would never give up, and what we failed to achieve with votes, we would do with weapons.

The opposition of the Venezuela has been slamming the Supreme Court for its rulings which strengthens Maduro's hold on power.

Though Almagro dismissed that notion, the OAS General Assembly was unable to reach agreement on a plan to deal with the instability in Venezuela at a meeting in Cancun last week. Opposition leaders call Maduro a tyrant who has wrecked a once-prosperous economy, while he calls them violent coup leaders following U.S. orders. He also appeared in several public service videos including one in which a police officer takes a bribe from a driver he has pulled over, only for the driver to later kill the officer's son.
