Ryan told a news conference he wants to move a strong bill regarding sanctions on Russian Federation as quickly as possible but that the legislation still faced procedural and policy hurdles.

Democrats in the U.S. House of Representatives have introduced a new version of a Russian Federation and Iran sanctions bill, thus sending a clear signal to President Donald Trump to maintain a strong line against Moscow.

House Republican leaders initially rejected the Bill for procedural reasons, prompting the Senate to tweak it. The provisions are styled after 2015 legislation pushed by Republicans and approved in the Senate that gave Congress a vote on whether then-President Barack Obama could lift sanctions against Iran.

The bill has been awaiting a House vote for nearly a month, since the Senate passed it 98-2.

"No deal has been reached, but talks have been productive and will continue", said AshLee Strong, a spokeswoman for House Speaker Paul Ryan.

"We have an investigation in the Senate", Ryan, R-Wis., said during a press conference Wednesday on Capitol Hill.

The Senate changed the bill to address that issue, but also tweaked it in a way that Democrats said weakened a provision requiring Congress to approve any effort by the president to ease sanctions on Russian Federation. The president has said the US may never know for sure whether Russian Federation sought to influence the election. "And I think in a case like Syria where we can get together, do a ceasefire, and there are many other cases where getting along can be a very positive thing", Trump said in an interview with CBN.

Ryan hinted that the sanction bill may not come to the floor without changes, due to "some policy issues with respect to making sure we don't actually inadvertently help Russian oligarchs and oil firms".

"There's no question that Congress needs to respond", Senator Ben Cardin, a Democrat from Maryland, told reporters Tuesday.

But both Republican and Democratic House aides said talks between the two parties were continuing and there was a decent chance for a quick compromise, more so because of the latest revelations about Trump's eldest son. "But aside from those issues, we want to get this done".

US congressional negotiators are making progress on resolving a dispute that has stalled a bill to impose new sanctions on Russian Federation, congressional aides said on Thursday, and one lawmaker said the matter could be resolved as soon as Friday.

The Russian pop star's family reportedly has close ties to the Russian President Vladimir Putin.

Hoyer said he doesn't believe the White House is supportive of the measure, but Democrats plan to introduce a companion bill to the Senate's in the House Wednesday. Stricter controls on executive power, however, could limit the United States' diplomatic flexibility. The section of the bill the administration dislikes has strong bipartisan backing.

The document is identical to the one that was supported by the Senate about a month ago with an absolute majority of votes.
