Insurers do not like Ted Cruz's health care plan

Like the House Republicans' plan, the Senate bill eliminates the ObamaCare mandate, freeing individuals to opt out of purchasing health insurance. The amendment allows insurers to offer less-expensive plans that don't have to comply with most of Obamacare's wide range of regulations as long as they also offer a plan that is fully compliant. And several Republicans have begun discussions with Democrats on working toward a bipartisan health plan, which is sure to only increase the tension between conservative and centrist Republicans.

The rest of the country will once again have affordable health insurance because of the Cruz-Lee amendment.

Prior to choosing a fixed-indemnity insurance plan, it's important you understand what such a health plan entails.

The basic idea behind Cruz's proposal is to empower insurers to sell plans that ignore the ACA's insurance safeguards alongside plans that include those safeguards. And indeed, those are the people who have shied away from numerous Obamacare marketplaces, frustrated by premium hikes and willing to instead pay the relatively small fine for lacking coverage.

And in a related scenario, people who are priced out the market because of a pre-existing medical condition, who turn to a health plan with minimal coverage, can find themselves unexpectedly facing very high bills. "You don't create two disparate markets and then let healthy people leave your marketplace".

And in the opinion of both America's insurance companies and one of the leading non-partisan health think tanks, it's a bad idea that could devastate the health insurance market.

Well, now the protections for preexisting conditions are gone. This of course is what's happening under Obamacare. But at least the pools provided a way for people with expensive or chronic health problems to have some form of health coverage.

Nor is there any detail in the bill of how these high-risk pools will work. Best of all, the GOP bill brings desperately needed reforms to Medicaid, granting individual states greater control over how to best spend federal funds, as well as addressing inequity concerns with federal payouts for the program.

That brings us to the present day.

Cruz says the proposal would drive down premiums and give people the option of buying the coverage they feel they need.

Imagine a bunch of people ranging from healthy to sick. Republicans have cherry-picked horror stories of skyrocketing premiums, and it is true that 2017 saw premiums rise as part of this price correction.

Back in May, President Donald Trump said protections for "preexisting conditions are in the bill". It has taken a few years, but they have corrected the error and settled in at a stable level. First, obviously, Senate Republicans haven't done a good job writing a coherent bill.

The bill provides $70 billion for states to use to help contain rising costs for people with serious conditions.

The whole thing would function, if it functions at all, like a series of state-based, federally funded high-risk-pools.

In order to reduce costs, these on-exchange Obamacare-compliant plans will continue to receive federal premium tax credits and dedicated sources of federal stability funding.

And what kinds of insurance will actually be subsidized?

"But the one certainty of the Senate GOP health plan is that it guarantees a profit for Big Insurance". Probably, although there's no way to know for sure until we see such a system in action.

Capito said she continues to be anxious about the bill's original language reducing the amount of federal money states receive if they expanded Medicaid to cover people making just above the poverty line.

Senate Republican see that this could happen.
